New Security Standard May Cause Longer Waits for ID Cards

Whereas wait times previously clocked in at around 10 to 15 minutes, the expectation for current wait times will increase 20 to 30 minutes due to implementations that will allow the department to be compliant with the national standards enforced by the Real ID Act.

According to Real ID Act, which was passed by Congress in 2005, driver’s licenses and ID cards should have certain security features embedded to make it virtually impossible for an outsider to forge.

In a press release sent out by the governor’s office, The Dept. of Revenue and Taxation Director John Camacho said, “We would like to ask the public for their patience and understanding as we work towards compliance to these security features.”

For the next few months, lines at the driver’s license branch and the Guam ID section with be closed at 4:30PM so that individuals waiting in line before that time can be processed. Additionally, to help alleviate an applicant’s wait time, the Dept. of Revenue and Taxation will be allowing applicants to pre-register online at realid.guam.gov.

In regards to the online pre-registration Camacho also said, “This will reduce the processing time by electronically entering the data into the Driver’s License system to provide a quicker, faster service.”

According to the U.S. Dept. of Homeland Security, almost half of the nation is already compliant with the Real ID Act. All remaining states and territories, aside from those with certain exceptions, have until October of 2016 to become Real ID compliant.

The Real ID requirements don’t apply to voting, voter registration, access to health & life preserving services (hospitals, law enforcement protection, etc) or federal benefits applications.

Those who are wanting to travel by plane in 2018 will need to be sure that they have obtained a Real ID compliant ID card by January 22 of that year. Unless their state has an extension in effect, those who don’t have a Real ID compliant ID card will be required to provide other forms of accepted identification.
